1. Procurement Principle

  1. Procurement should obtain fit-for-purpose goods and services through transparent, documented and proportionate processes.

2. Competition and Exceptions

  1. Competitive sourcing should be used where practical. Sole-source or emergency exceptions require documented rationale and approval.

3. Conflicts

  1. Persons involved in selection must disclose material vendor conflicts, gifts or interests.

4. Sponsorship Separation

  1. A sponsor is not automatically a preferred vendor. Sponsorship and procurement decisions require separate justification.

5. Vendor Risk

  1. Critical vendors shall be assessed for financial, operational, security, privacy, safety and continuity risk.

6. Asset Lifecycle

  1. Assets shall be identified, assigned, maintained, secured, inventoried and disposed of through controlled lifecycle practices.

7. Right to Repair and Serviceability

  1. Where reasonable, procurement should consider repairability, replaceable components, service access and total lifecycle cost.

8. Logistics and Spares

  1. Event-critical equipment requires deployment plans, custody controls and appropriate spares.

9. Shared Services

  1. Central shared services should publish service expectations, ownership and escalation routes rather than operate as invisible gatekeepers.
