INSTITUTIONAL GOVERNANCE

Authority should be clear before conflict.

UGL separates Economic, Executive, Sporting, Integrity and Research authority so financing, operating, commercializing, officiating, investigating and researching the sport do not quietly become the same decision.

SEPARATION OF AUTHORITY

No single stakeholder should quietly become the sport.

01ECONOMIC

Capital & ownership

Ownership, economic rights, capital structure and reserved economic matters.

02EXECUTIVE

League administration

Commissioner, League Office, execution, staffing and enterprise operations.

03SPORTING

Professional competition

Programs, Titles, scoring, scheduling, officiating, eligibility and official results.

04INTEGRITY

Independent accountability

Investigations, integrity processes and procedural fairness insulated from commercial pressure.

05RESEARCH

Evidence & standards

Research methodology, scientific interpretation and standards evidence remain capable of producing inconvenient answers.

Institutional loyalty means service to the League's legitimate purpose and rules. It does not mean obedience to an individual.

PUBLICATION MODEL

Public rules. Protected implementation.

UGL uses four information classes: PUBLIC, INTERNAL, CONFIDENTIAL and HIGHLY RESTRICTED. Rules and information needed for fair participation and public trust should generally be public. Security configurations, protected personal information, investigations, confidential commercial arrangements and sensitive research data remain protected.
