1. Procurement Principle
- Procurement should obtain fit-for-purpose goods and services through transparent, documented and proportionate processes.
2. Competition and Exceptions
- Competitive sourcing should be used where practical. Sole-source or emergency exceptions require documented rationale and approval.
3. Conflicts
- Persons involved in selection must disclose material vendor conflicts, gifts or interests.
4. Sponsorship Separation
- A sponsor is not automatically a preferred vendor. Sponsorship and procurement decisions require separate justification.
5. Vendor Risk
- Critical vendors shall be assessed for financial, operational, security, privacy, safety and continuity risk.
6. Asset Lifecycle
- Assets shall be identified, assigned, maintained, secured, inventoried and disposed of through controlled lifecycle practices.
7. Right to Repair and Serviceability
- Where reasonable, procurement should consider repairability, replaceable components, service access and total lifecycle cost.
8. Logistics and Spares
- Event-critical equipment requires deployment plans, custody controls and appropriate spares.
9. Shared Services
- Central shared services should publish service expectations, ownership and escalation routes rather than operate as invisible gatekeepers.
